Arrest – Shaquan Lewis Dexter Russell

On August 5, 2022, around 11:00 pm, Phelps County deputies on duty at the Phelps County Fair heard what they believed was a gunshot fired on the property. Deputies immediately responded to the area.

Further investigation revealed that a male subject fired a shot from a handgun after a brief verbal altercation between the suspect and Phelps County Fair Board members. The male fled the immediate area. Deputies quickly located and detained the suspect.

Shaquan Lewis Dexter Russell, age 18, of Columbia, was arrested and later transported to the Phelps County Jail, where he was incarcerated pending the formal issuance of warrants. Deputies also located the handgun believed to have been used. There were no reported injuries.

On August 6, 2022, Russell was formally charged by the Phelps County Prosecuting Attorney’s office with one count of Making a Terrorist Threat 1st Degree and one count of Unlawful Use of a Weapon. The bond was set at $35,000.00 cash or surety.

The charges for which Russell has been arrested are merely accusations and are not evidence of guilt. Evidence supporting the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
